The study will examine the current implementation of prosecutorial education and training and develop policy recommendations to support the reformulation of training systems, curricula, and delivery approaches aimed at strengthening prosecutorial human resources. The Objective of the Service can be formulated as follows:

1. Evaluate the effectiveness of the prosecutorial education and training system administered by Badiklat, covering its curriculum, delivery methods, and training governance, in order to identify gaps between existing training capacity and the actual needs of prosecutors and non-prosecutorial personnel within the Attorney General’s Office.
2. Formulate policy recommendations to strengthen and reformulate the prosecutorial training system so that it stays aligned with recent developments in criminal procedure law, particularly the implementation of the new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP), as well as the broader direction of justice sector reform.
3. Develop strategies to expand the reach and coverage of training programs, providing a policy basis for increasing the number and proportion of prosecutors and non-prosecutorial personnel who receive training, thereby narrowing the current gap between total workforce size and training participation.
4. Produce a final study report together with evidence-based policy recommendations that can serve as a practical reference for Badiklat and the Attorney General’s Office in building a professional, adaptive, and future-ready prosecutorial workforce.
