Kolaborasi Kemen PPPA dan BPSDM Hukum Tingkatkan Kompetensi Penanganan TPKS di Indonesia

Depok (22/6) – Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (Kemen PPPA) bersama Badan Pengembangan Sumber Daya Manusia (BPSDM) Hukum Kementerian Hukum (Kemenkum) memperkuat kapasitas aparat penegak hukum dan tenaga layanan melalui kegiatan Training of Trainers (ToT) Pencegahan dan Penanganan Tindak Pidana Kekerasan Seksual (TPKS). Langkah ini dilakukan untuk memastikan layanan perlindungan dan penanganan korban TPKS berlangsung secara komprehensif, berperspektif korban, serta menjunjung tinggi prinsip hak asasi manusia, non-diskriminasi, dan kesetaraan gender.
Penguatan kapasitas ini menjadi langkah strategis untuk memastikan setiap korban TPKS memperoleh perlindungan, pendampingan, dan akses keadilan yang sesuai dengan prinsip hak asasi manusia, non-diskriminasi, dan kesetaraan gender.
Kegiatan Training of Trainers (ToT) Pencegahan dan Penanganan TPKS ini dilaksanakan dengan dukungan Pemerintah Australia melalui Kemitraan Australia–Indonesia Menuju Masyarakat Inklusif (INKLUSI) dan Kemitraan Australia–Indonesia untuk Keadilan Tahap 3 (AIPJ3). Pelatihan diikuti oleh perwakilan Kemen PPPA, BPSDM Hukum Kemenkum, Kejaksaan Agung, Direktorat Jenderal Badan Peradilan Umum Mahkamah Agung, Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) Provinsi DKI Jakarta dan Provinsi Jawa Barat, serta berbagai lembaga penyedia layanan berbasis masyarakat.
Staf Ahli Bidang Hubungan Kelembagaan Kemen PPPA, Indra Gunawan menyampaikan bahwa perkembangan bentuk kekerasan seksual, termasuk di ruang digital, menuntut penguatan kapasitas SDM dan penanganan yang adaptif.
”TPKS merupakan salah satu bentuk pelanggaran hak asasi manusia yang berdampak serius terhadap korban, baik secara fisik, psikologis, sosial, maupun ekonomi. Korban TPKS tidak hanya perempuan dewasa, tetapi juga anak, penyandang disabilitas, dan kelompok rentan lainnya. Karena itu, Kemen PPPA bersama BPSDM Hukum Kemenkum telah menyusun sembilan modul pelatihan pencegahan dan penanganan TPKS guna memperkuat kapasitas aparat penegak hukum dan tenaga layanan dalam memastikan terpenuhinya hak-hak korban pada seluruh tahapan penanganan,” ujar Indra pada kegiatan Training of Trainer (ToT) Pencegahan dan Penanganan TPKS.
Indra menambahkan, penyelenggaraan ToT Pencegahan dan Penanganan TPKS merupakan bagian dari implementasi Peraturan Presiden Nomor 9 Tahun 2024 tentang Penyelenggaraan Pendidikan dan Pelatihan Pencegahan dan Penanganan Tindak Pidana Kekerasan Seksual, sekaligus tindak lanjut dari Peraturan Menteri PPPA Nomor 2 Tahun 2026 tentang Pedoman Penyelenggaraan Pelatihan Pencegahan dan Penanganan Tindak Pidana Kekerasan Seksual.
DEPOK (22/6) – The Ministry of Women’s Empowerment and Child Protection (Kemen PPPA) together with the Legal Human Resources Development Agency (BPSDM) of the Ministry of Law (Kemenkum) strengthen the capacity of law enforcement officers and service personnel through the Training of Trainers (TOT) for the Prevention and Handling of Sexual Violence Crimes (TPKS). This step is taken to ensure that the protection and handling services of TPKS victims take place comprehensively, with the perspective of victims, and uphold the principles of human rights, non-discrimination, and gender equality.
This capacity building is a strategic step to ensure that every TPKS victim gets protection, assistance, and access to justice in accordance with the principles of human rights, non-discrimination, and gender equality.
The Training of Trainers (TOT) for the prevention and handling of TPKS was carried out with the support of the Australian Government through the Australia-Indonesia Partnership towards Inclusive Society (Inclusive) and the Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3). The training was attended by representatives of the PPPA Ministry, Legal BPSDM of the Ministry of Law, the Attorney General’s Office, the Directorate General of the General Judiciary Agency of the Supreme Court, the Technical Implementation Unit for the Regional Women and Children Protection (UPTD PPA) of DKI Jakarta and West Java Provinces, as well as various community-based service provider institutions.
Expert Staff for Institutional Relations of the Ministry of PPPA, Indra Gunawan said that the development of forms of sexual violence, including in the digital space, demands strengthening the capacity of human resources and adaptive handling.
“TPKS is a form of human rights violation that has a serious impact on victims, both physically, psychologically, socially, and economically. TPKS victims are not only adult women, but also children, people with disabilities, and other vulnerable groups. The handling of TPKS is to strengthen the capacity of law enforcement officers and service personnel in ensuring the fulfillment of the rights of victims at all stages of handling,” said Indra at the TPKS Training of Trainer (TOT) activities.
Indra added that the implementation of TOT Prevention and Handling of TPKS is part of the implementation of Presidential Regulation Number 9 of 2024 concerning the Implementation of Education and Training on the Prevention and Handling of Criminal Acts of Sexual Violence, as well as a follow-up to the Regulation of the Minister of PPPA Number 2 of 2026 concerning Guidelines for the Implementation of Training on the Prevention and Handling of Criminal Acts of Sexual Violence.
